Why don't you want to hurt your boyfriend who is "just using you" ? That makes no sense!!The emotion sounds like he wants to be with you very much, but for some reason the two of you are putting obstacles in the way.
It would be a shame if you didn't end up a great couple because of a guy who is just using you...

Wow by the sounds of it he means it and I think he means it because he had brought up the topic of u and him a couple of times. I think he does love u back but he doesn't think u love him back and he is waiting for you to make the first move because As u said he thinks that he is not good enough for you. So if u really love him u have to make the first move which is dumpping ur current boyfriend who is using u and telling the guy u love how u feel about him. Then hopefully he will notice u feel the same as he does about u then hopefully everything else will just fall into place!!Good luck and I know it will be hard dumpping ur current boyfriend but u should do what is best for you.
